Can two mobile phones (example xperia st17i, has ANT+) communicate over ANT+, therefore not sensor to mobile phone, mobile phone directly to mobile phone? Could be used for example to see whos in your range.

This is a perfectly viable option, as long as the phones that you want to communicate with are ANT enabled.
