Manufacturer/product info is not sent very often, plus background scan does not guarantee receiving every page. You will generally have to receive a lot of data pages before you receive the manufacturer info, but if the device supports it, it will come through eventually.
Sending a request message is possible, but less devices support this, so you can't rely on it.
