I am attempting to send data from a CC2571 to a Garmin Edge 500. When I send my data I get the following response:
0xA4
0x03
0x40
0x00
0x4E
0x15 // Message code 21
0xBC

What does this error mean?

In order to interpret these messages, please refer to the ANT Message Protocol and Usage document, section 9.5.6.1. As per the table there, code 21 means "CHANNEL_IN_WRONG_STATE", i.,e, sending broadcast data before you have assigned/opened the channel.
