Do profiles specify min/max values and available Channel Types or is that device specific that only the manufacturer can provide?

Specifically I would like to know the minimum Channel Period of a Powertap SL+ and whether it can be changed via software?

Yes, the ANT+ device profiles define min/max values and channel parameters for specific devices.

The ANT+ device profiles are not publicly available. In order to access this data you need to be an ANT+ member. For membership information please visit http://www.thisisant.com/ant/ant-alliance.
