I would like to develop a simple desktop application to control an FE-C enabled smart trainer. The preferred languages would be .NET or Python, but others are also ok. Is there such a library available? I've tried to dig through the downloads page, but haven't been able to find anything for this purpose.      

While no specific reference design exists at this point, you could use the .NET based library which SimulANT+ is based on (ANT+ProfileLib.dll). The "SimulANT+ Scripting Interface.chm help file lists all of the publicly exposed functions which you may interface with.
