I have a fit file and using the FIT SDK 20.41.00 (FitToCSV.bat). I get a CSV file generated. I open the CSV file with Excel and under TIMESTAMP I see (for example) '869948234'. The question is "Using Excel formulas, how do I convert this to date/time for Pacific time zone?"

Formatted as a "Date" in Excel should do what you need
