It will be hard to find a complete solution of what you want; however, there is a couple of suggestions that you might consider.

There are several ANT development kits available for ANT developers (more information about those kits and how to purchase them is available on the ANT website: http://www.thisisant.com/pages/products/ant-dev-kit). These kits include ANT modules and accessory boards as resources for exploring ANT and its applicability for specific implementations. Also, some ANT modules include "SensRcore" which is an easy design platform that can be used to implement wireless sensor networks. "SensRcore" is available in most ANT AT3 products.

Please have a look at the Development Tools, ANT product data sheets as well as the different resources available in the ANT website to help you use ANT in your project.

We were planning to use the following product for the badge implementation, since the radio module of this package contain MCU:

We plan to attached the LEDs on the IO pins. And, attached a coin cell battery board.

Do you think it works?

The radio you are referring to in the post does not have the ANT protocol embedded in it. Therefore, you will need to look for radio transceivers that have the ANT protocol.

Do you think it works if I replace nRF24LE1 with AT3 chips?      

AT3 chipset is one of the ANT based chip solutions so it is one way of trying to find out how applicable ANT is in your LEDs control project.
