Only the old whole chip interface allowed you to "enable/disable" ANT, when apps did not share the radio.
In the new interface, if no apps are using ANT, then ANT does not run in the background. It is only enabled on demand by apps which request it. The only way to "enable" ANT is to bind to the radio service, which could mean unbinding/rebinding or restarting an app, plugin PCC, etc.
