I am not able to access your attachment but the issue likely is caused by the FR70 not knowing UTC time initially. It has no GPS or way of entering the timezone so it is not possible to determine the UTC time. Therefore activity files are recorded in terms of 'systemtime' (seconds since the battery was inserted) until you download to Garmin Connect (which is able to initialize the UTC offset on the device). Subsequent activity files are then generated with timestamps containing the utc time.
