Pairing devices with different network keys simultaneously

We have an application that communicates with various ant+ devices. Some of the devices use the standard ant+ network key other's use a private key. When pairing two (or multiple) devices at the same time with different network keys, it seems the ant+ libraries and ANTUSB2 stick will not pair successfully with the second device until the first device has paired successfully. If pairing multiple devices simultaneously with the same network key, the same constraint does not exist. Is this behavior a known issue, constraint or the intended behavior? An help would be much appreciated.
